The primary purpose of this position is to serve as a subject matter expert SME and principal advisor in implementing and managing all phases of the wing complaints resolution and Fraud, Waste, and Abuse (FWA) programs the Inspector General (IG) incumbent intakes, analyzes and decides course of action with regards to every member's contact and possibility of a complaint.
DUTY 1 - Plans, organizes, and executes a wide range of activities for the center wing complaints resolution program parenthesis CRP) and fraud, waste, and abuse parenthesis FWA) program, ensuring compliance with legal and regulatory requirements, and ensuring the best interest of the Air Force and airmen needs are met. DUTY 2 - Investigates IG complaints and FWA allegations and serves as the center/ wing authority on conducting investigations and documenting the analysis, conclusions, and findings. DUTY 3 - Develops and administers A viable education and training program for the commanders on their rights and responsibilities in regard to the Air Force complaints resolution and fraud, waste, and abuse programs. DUTY 4 - Assists with the execution of the Commander's Inspection Program.
Requirements
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Comprehensive knowledge of the laws, regulations, executive order, court decisions, Uniform Code of Military Justice, and issues related to the IG complaints process, and extensive knowledge of various military and civilian programs, such as those concerning assignments, promotion, training, pay, and equal opportunity. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of the laws, regulations, executive orders, court decisions, uniform code of military justice, and issues related to the IG complaints resolution process; Investigative techniques, principles, and procedures to conduct complex investigations of allegations of fraud, waste, and abuse or other complaints of wrongdoing or inappropriate behavior on the part of federal military and civilian employees. 2. Knowledge of fact finding, planning and methodologies, and conducting interviews, inspections and investigations to analyze the nature of the complaint and specific issues to be addressed. 3. Knowledge of center/wing missions, roles, functions, and organizational structure and operations of DoD, Air Force, or other entities that govern, interface with, and or influence the complaints resolution process. 4. Skill in applying tact and diplomacy during difficult circumstances to advise and inform complaints or high level offices on complicated, sensitive and occasionally controversial is issues. 5. Skill in assessing. Program needs to accomplish goals and objectives, evaluate program status and recommend and or implement solutions for improvements. 6. Ability to plan, organize, and direct functions in multiple stakeholders in order to inspire, motivate, and guide others toward goal accomplishment. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
